Julia earned B.A.s in History with departmental honors and Spanish Language and Literature from Portland State University in 2013. Her current research explores the relationship between multi-scalar commemoration, clandestine movements, and the construction of urban space that does not align with a broader national culture. She tracks this relationship in her dissertation, "Codifying Resistance: Law, Memory, and the Production of Space in Postwar Marseille," which examines the ways in which the state's post-World War II project of distinguishing between crime and resistance unfolded in the outsider city of Marseille through the interaction of national laws, local functionaries, colonial veterans' associations, and grassroots contestation.
